Chief Executive Officer

Timothy Stecher

Tim Stecher, the founder and CEO of 3TECH Staffing, is a veteran talent acquisition professional with more than 25 years of experience in the field. Stecher possesses broad expertise across the spectrum of staffing competencies. Tim specializes in creating sustainable strategic partnerships with clients focusing on talent acquisition, technology services, and software solutions.

3TECH marks his return to the staffing world after a successful five-year foray into the non-profit world with Easterseals DC MD VA of Silver Spring, Md. There, Tim served as Executive Vice President of their veteran employment program, the Veteran Staffing Network, which he nurtured from innovative concept to fully sustainable program, and the backbone of the organization’s veteran services. Tim’s success with the VSN, taking it from the idea stage to a firmly established social enterprise business and core competency, was integral in Easterseals being selected to host the DC area veteran’s mental health clinic for the Cohen Veterans Network.

Prior to his time with Easterseals, Tim he was directly responsible for the development and start-up of his own minority-owned company, Native Staffing, after a successful tenure at Siemens Government Services, where he rose to National Director of Talent Acquisition.

In the community, Tim serves on several non-profit boards, including the Board of Directors for Easter Seals DC MD VA, the Maryland Youth Lacrosse Association (MYLA), North Carroll Recreation Council and the Gonzo Lacrosse Club, a youth program in Carroll County which he also founded.

He also has 21 years of coaching experience, as the head coach of boy’s lacrosse at North Carroll High School and an assistant at Howard and Catonsville high schools. In 2013, Tim was named the NFHS Coach of the Year for the State of Maryland.

Born and raised in Catonsville, Md., Tim is a member of the Lumbee Tribe of North Carolina, and an alumnus of Calvert Hall College High School. He was graduated from the University of Maryland, Baltimore County (UMBC) with a degree in Philosophy, where he was a four-year starter on the lacrosse team and winner of various team awards.

Technical Recruiter

Lauren Panzarella

Lauren joins 3TECH Staffing as our lead recruiter. She’s an experienced human resources professional with proven employee relations skills and a broad knowledge of HR and employment practices. She brings a decade’s worth of experience handling employee relations issues for major health management organizations in New Jersey at all levels, including dealing with complex employee relations issues and managing employee wellness & engagement and executive health programs. While at Summit Health Management, she climbed steadily up the corporate ladder thanks to her ability to successfully partner with other departments and employ innovative techniques to achieve human resources objectives.

A New Jersey native, Lauren holds bachelor’s degrees in Anthropology from Seton Hall University and a Culinary Arts degree from the Institute for Culinary Education.

Communications & Marketing Specialist

Martin Montorfano

Martin comes to 3TECH Staffing from the world of public relations and marketing, with two decades' worth of experience working in communications for the federal government as a contractor, with media companies and in the non-profit sector. He manages 3TECH Staffing communications and now brings his excellent verbal and written communication skills to our recruiting staff. Born and raised on Long Island, NY, Martin holds bachelor’s degrees in History and Broadcast Journalism from The University at Albany and The Walter Cronkite School of Mass Communications at Arizona Stater University.


Tyler Oblong

3TECH Staffing is proud to announce the growth of the company’s reach and staffing power throughout the country into South Florida with the addition of Tyler Oblong to our technical recruiting team. Tyler will lead the company’s operations on Florida’s Atlantic Coast, near the aerospace and astronautics hub of Melbourne right by Cape Canaveral.

Tyler is native of Cincinnati, and as a high school lacrosse star attended the Community College of Baltimore County-Essex in Baltimore, Maryland. His success in the classroom and on the playing field enabled him to continue his academic and athletic career at the prestigious Florida Institute of Technology, where he was graduated from with a Bachelor's degree in Business Administration. Tyler now calls Melbourne home and enjoys sharing his active lifestyle outdoors in sunshine and ocean breezes of South Florida with his two mixed breed dogs, Yeti and Duke.

Skylar Sheffield

3TECH is pleased to announce that Skylar Sheffield of Melbourne, Florida has joined 3TECH Staffing’s technical recruiting team. Skylar brings experience working as a technical recruiter, project superintendent, and quality coordinator in the construction sector. In this role, he donned the hardhat not just looking over plans and blueprints, but also behind the controls of construction machinery, as well.

Born and raised in small town Henderson, TN, Skylar found his way to the Sunshine State as a scholarship football player at Florida Institute of Technology. The defensive nose tackle started as a True Freshman and finished his career as team captain and two-time All Gulf South Conference second team Division II All-American, while maintaining a 3.5 GPA. He graduated with a BS in Business Administration & Marketing.

Skylar is a self-described “people person” who loves helping people, spending time with friends and family, and enjoys being outdoors hunting and fishing.

Office Manager

Melissa Russell

Melissa comes to 3TECH after more than a decade owning and operating one of Baltimore's top Salons and Day Spas. We are excited to add her proven ability to create and accomplish goals and manage daily operations to our operations department.

As a small business owner, Melissa was involved in every aspect of their business, from general management to recruiting and training, strategic planning and marketing and sales. She is well acquainted with having to juggle multiple tasks at once while remaining organized and ready to delegate tasks to others to keep her business running smoothly. And as a lifelong Baltimore resident, she brings a strong knowledge of the area and the job market.
